The Black Obelisk. At the start of the first round of combat that the goblin throatsquealer is not surprised, if there is not already a Shriek within 300 feet, one erupts from a spot within 30 feet of the throatsquealer.
Actions
Throatsqueal. The goblin throatsquealer lets out a deafening, high pitched squeal. All enemy non-goblinoid creatures in a 30-foot-radius of the throatsquealer must make a DC 11 Charisma saving throw or become deafened until the end of their next turn.
Reactions
Maim the Lost. When a creature within 30 feet of the throatsquealer becomes deafened, the throatsquealer lets loose a sound that pierces its consciousness. The creature takes 3 (1d6) psychic damage. If there is a Shriek within 300 feet, the amount of psychic damage dealt is added as soul fragments to the nearest Shriek’s Basin of Souls.
